Be logical buddy one is static and other is at a higher speed when coupled with rigid couplings Both the gears are doomed -

a static gear however cannot be meshed with a rotating gear.
in fact even in the case of meshing two gears rotating at different speeds, synchronization of speeds is done before meshing. (bringing the gears to rotate at the same speed).
