parallel to serial convetor problem

Hi,
I am trying to interface a parallel to serial convertor which is used to transmit a digital video data. Can the parallel to serial convertor chip be operated at 30 frames per second. What additional circuitry may be required if any to do it.

Also I want to transmit signals from the serial port to a receiver where it is converted to parallel data. Is it necessay to encode the data at the transmitting end?

    i dont think so its needed to encode and you can check out chips from TI,ATI they specialises in these applications
