Help with Design of new product

I am looking for a product which is small enough to be carried on an individual which will transmit altitude from an individual flying in the air to a person on ground, real time. The data transmission has to be every half second with an accuracy of +/- 3 feet. If some one can help me design it and make a prototype, we will be in business big time!
