    I don't understand your question. But, I want to say that Water is not inflammable also it is incompressible. So it cannot be used as a fuel.

    In case of Diesel, it can be compressed and can be ignited. So it is used as a fuel.

    The only way to get fuel from water is to dissociate it into Hydrogen and Oxygen. Once that is done the rest is trivial.
