Voltage sag is basically a temporary dip (lasting fraction of second) in the voltage because of abrupt increase in the loads in a circuit. Say a heater is turned on - you'd get an abrupt rise in the load - which causes the voltage to dip for a fraction of a second. Voltage sag may even be caused by quick change in the source impedance.
