    Yes, of course you can weld underwater. that is one of the main tasks commercial divers perform. It is referred to as hyperbaric welding. Normally metal arc or friction welding is used if it is wet hyperbaric welding. There are many schools around the world that offer instruction in commercial diving & welding.
