FYI : Web-Browsers are developed in C++ & JS.
With C# your browser won't support anything other than Windows.

It will be major project. You'll need to work a lot for this project.
Are you only one for this project or team of 3 students ?

If you want it to be cross-platformed, go for Java or other platform independent technologies.

Java will be poor selection of language if developer is aiming for x86 or x64 compatible browser.

If you using C# in VB then it is not a major project. Its a Mini Project. And you can finish it within a week. Its too easy to make. I made it in my engineering for an assignment of 3 marks. You already get pre-made codes/ideas on the web. If you develop your own frame of the browser then it grows into something. So decide what you want to go with. A pre-made web browser module in VB C#or Java/C/C++
