What is the importance of .htaccess files?

There is a file named .htaccess is usually stored in web server

Google help me to know that these are used to "customize error pages" like

'404 Page not found' and '403 forbidden'.

but still i don't understand what is the actual importance of this file?why

these are not allowed to visit?
