task question in linear actuator (Lifting device)

hello,

i have a computer engineering background with no mehatronic experience  ,and now i am studying a mechatronic as a subject and i have a task (bellow in the attachments ) which i can not find materials which help me solve it ,could any expert here guid me to solve it  please ?
