    Gimp for linux & windows, photoshop for Windows only.
    I prefer gimp.

    MATLAB is a great tool for image processing, but it has a financial cost and requires programming.

    You can use MatLab in that way. MatLab documentation is awesome. I just do not think you need anything else.
