Looking for a low Cost Microcontroller for Robot that involves Image Processing

Dear Collegues,
I need some Guidance over an Appropriate DSP cum Realtime Embedded Microcontroller which can be used for both Image Processing and to control a Robot ... the Image Proceesing includes Object and Pattern recognition, and Jpeg Video compression...

I'm totally confused... Arm cortex M3 suits the best for Realtime implementation, Whereas Omap Doesnot have Arm Cortex M3 included Versions... Now I'm confused whether to use two seperate Processors or to Use OMAP 4 versions... My cost needs to be less than Rs 15000 including a basic development board...

Pls guide me with the controllers and their cost along with the development board...
