Is Corruption in India Culture based?

A hard hitting, disturbing, probably quite true description of the state of affairs in India. Many say that I am atheistic. Maybe. Just consider this. Every sloka or puja ritual ends with a 'phala shruti' (assertion of the benefits that will accrue to the doer as a reward for doing it). We claim:'I have spent time chanting your 1000 names, 108 praises, chalisa or xyz, so you have to give me this, this, this'.
My father had a deeply religious friend, who made me learn many of the slogans as a child. He made me promise that I would never utter the phala shruti. 'There is no leva devi with the Devine' said he.
Is this New Zealander's view correct?
