I secured less than 60℅ in be(electrical and electronics stream).I need a possible best ways that I should go for ??

Hello sir ,I completed my be with less than 60℅ agreegate and that was my first mistake.Now I m suffering for my mistake .I am in confusion what to do next which makes me successful .Can you please suggest all possible ways that I can step for?? 

My 2nd question is If I clear TOEFL then can I get Master course or Any good course (excluding Ms)  in my field (electrical and electronics stream) Abroad ?Suggest some Master courses please
