gaurav.bhorkarIf the Control panel is not displayed in the start menu, try this:
right click start > properties > customize (the radio button should be on Start Menu) > Advanced >
Here the first option is control panel. Select display as a link and hit the OK button.
The Control Panel link will now appear on the start menu.

mad_scientistAre you sure this is being done by some person and not by a malware?? Usually, computers in the college labs are virus magnets!!

ashYea, its most likely disabled rather than deleted.. but, if it is really deleted, one possible way is to delete all the control panel extensions (all files that end with .cpl) in the Windows/System32 directory. The explorer process has to be killed first though.

gaurav.bhorkarThe control panel can be disabled using the group policy.
Here is how its done:
If you enable the option the control panel will be disabled. In your case, select Disable or Not configured. There are many more options available.
- Start Menu > Run. In run type gpedit.msc
- Go to Administrative Templates in User Configuration
- Double click Control Panel > Open Prohibit Access to Control Pane
This may solve your problem.
