Highways are not maintained as they should be ?

Corruption in the sector is the well known issue .
what are the suggested steps for maintenance of highways from are Civil CE members ??
Example :
NH 222
Ahmednagar-Murbad stretch with patch work without leveling and potholes
Better road preferred is sh127 then nh4 with a difference of about 20 km more and lots of time
Another is SH 145 connecting SH10 and NH 222
There is no road at all in between at some places is dust road inside village and those villages don't even electricity
Road length may be at the max 12ft
How can it be called a state highway ??
