Hi, in hostels and colleges limit is imposed for fair usages to everyone. In my view it is right. Due to torrent and other sites by downloading movies, games all bandwidth are consumed and no one able to browse any web page.

If you wanted to download bigger file contact to your network administrator, if it is reasonable then he will provide you that file.

And there is one more solution for that, try to make a central ftp server for hostel on which every thing that is required by you, are uploaded and you can download it from there. By this extra burden on hostel internet will be decrease. Only one person needed to upload requested items on ftp, and it can be easily managed by and student.
In our hostel same method is applied, and it work, not every one got there required files (software, movies, songs, etc) and easily browse on internet. 😀

You can use software for creating proxy server. One of the basic software is "CCPROXY".

Can you tell me more for your purpose to creating proxy server, so I can tell you more.

CCPROXY can be used on and windows os, and very easy to use. Its demo version is free for 3 connections. Go to this link

There is one more free Windows Proxy server, but I never used it. It is "FREEPROXY". For this software go to this link

Yes, you can. And if you have windows os then you don't need any other software. You can use ICS (Internet Connection Sharing).

For using this go to "Network & Sharing Center", from there go to "Adapter Devices", where you see all wired and wireless adapter.
Choose adapter via which you get internet, right click it , go to properties. In properties last tab is for "Sharing".
In Sharing tab you have option for share it to other adapter, to share internet for other user.

I hope it will help you.
