Idling is a condition which directly means that you are not applying any acceleration in accelerator.A minimum amount of fuel is required to run the vehicle and this will be more or less equal to idling fuel input. The manufacturers will set the fuel injection level as low as possible for continuous vehicle running.

To answer your question: yes, it will consume very less fuel compared to other accelerating conditions.
