Hello CEans! I am new here. I'm a 3rd year Computer Science student. I am looking to buy a new laptop and Macbook Neo is in my budget range. I'll mainly use the laptop for Python development as I'm learning it these days.

Welcome to CE, @nehasinha . If you are in the learning phase - Macbook Neo should do the job. Be careful about the IDE you'll use. Typically it's the IDE that hogs all the memory - and you might find 8GB limiting.
From what I hear from developers, Macbook Neo is good machine for basic programming and college-level projects. However, for complex projects and professional development; the machine might be limiting.
PS: If you are looking to run LLMs, Macbook Neo won't be a good choice. Go for Air M4 or the latest M5 machines.
