Yes I think so!
Assuming we can use one container multiple times,
We pour 13 KGs of rice twice, hence we get 13 × 2 = 26, we now have 26 KG with ourselves.
Then we use the 5 KG container, we can use the 5 KG container to take out 3 times from the 26 KG pile hence we have 26 - (5 × 3) which is 26 - 15 = 11 KG
Hence we can calculate using the 13 kg and 5 kg container, to a value of 11 KG using arithmetics.
