    I actually didn't get you question

    But you can try oxygen, it has all you need for xml editor

    i would suggest you SoapUI. This tool can help you to understand how the request and response payloads look like. Also this can be integrated stub generation tools like Axis2.

    Soap Sonar or Soap UI
    If you want just an xml editor; there are many like NOtepad ++, Editplus.
