You heard it right. It's an upgrade as Windows already had support for multiple monitors but lacked some features which users mostly dealt by using third party software. This update was available on the Building Windows 8 #-Link-Snipped-# for sometime but was removed for some unknown reasons. But still we have collected information which was available then.
#-Link-Snipped-#
Microsoft's research suggests that only 14.68 percent desktop users and 4.36 percent notebook users use more than a single monitor and realising the usefulness of using multiple monitors, Microsoft will be adding a few features enhancing the experience of using more than one monitor. Some of those new features include the ability for users to select different backgrounds for different monitors and also the ability to configure the resolution for different sizes of monitors.
Another enhancement features the inclusion of taskbar on all the monitors. This will allow the users to choose the visibility of taskbar on other monitors and also the taskbar would display only the applications running on the particular display. The Metro Start Screen will also have an improvement where the Metro items will be displayed differently across multiple monitors. There is also an improvement on the activation of the corners as it would be frenzied to work across other monitors to activate the corners.

We will get to see all these, and lots more, from the Microsoft team in action on the Release Preview scheduled for a release soon. Till then check out the video explaining some of these features -
