Because generator does generate output according to the power factor of the load and motor constantly delivers an output in mechnical form that mean work done at the pump side actual work output.

Producer (generator or battery) rating is VA - meaning it will support a load having any combination of voltage and ampere keeping the product constant.

Consumer (motor, lights or any load) rating is Watts because they dissipate energy.

Generator designer will not consider pf. he will consider only v x i, output delivers depends on type of load u connectmay be resistive or inductive . It is advantage to rate generator in KVA
