Who invented the concept of 'Technical Paper Presentation'?

No. I am not asking you the name of the inventor or anything of that sort.
Recently, one of my lecturers said it's compulsory to give a National Level Paper Presentation for all students. (they will give 5 extra marks to students who will show them their participation certificate! Duh! 😕)

I have seen students at different colleges giving paper presentation and mind you, the competitions are always "National Level" (even though nobody has ever heard of those college names)

Plus, I see that the organizers always keep the same topics when they call for papers.
Typically for Computer Science it is:

  • Digital Image Processing
  • Real Time Application
  • Data Mining and Warehousing
  • Security and Information assurance, etc.
  • Natural Language Processing
I am seeing these topics from last 3 years. 😒 Shouldn't there be a free ground for new topics?

Therefore, could someone explain what's the whole point in giving a technical paper presentation?

PS: I suppose they started this in the foreign countries for technology innovators to present their innovation before the mass audience and get reviews.

    It may be true yeah and you may now make it public too the SPANDAN of course.Well if you have a new and good topic you may well choose it and just not copy paste previous topics👍
