What's changed most about the design engineering profession in the past decade?

Some engineers feel that Engineers and designers have been degraded into glorified CAD people. It is all about money and cost control now, [not] design engineering.

I have noticed that innovation takes a back seat in many Indian manufacturing industries as well. The product design teams appear to be a demotivated lot.

What is the opinion of CEans and what can be done to change this or whether it should be changed at all?
