What is the purpose of C8

I have been trying to get a straight answer as to the purpose of C8 in the photo that I will attach to this post. The engineers I have asked don't seem very sure of their answers. When I redraw the circuit to make it more clear, it looks to me like R11, C8, and R10 form a simple circuit that charges C8. But why two resistors and that way. Any comments? Starting from the left, L1 and L2 come into a voltage tripler. There are some clamping diodes to restrict the voltage to around 331.0 VDC. With no UV tube hooked up the voltage on C8 reads 286VDC.
