The TRAI has proposed a concept of VNO aka virtual network operator which will be a a single operator to act on behalf of all the telecom services providers in India. It will be a 'new telecom service provider' that will be a reseller for all the telecom operators and also responsible for billing the end users.

I was wondering if this solves any problem. The TRAI has said that even broadband services can be offered in similar way through VNO. Does anyone know more about this and discuss how will it be useful?

That screams monopoly right there. Bad idea, especially if TRAI has strong controlling interest of this VNO.

How this is supposed to work is to allow new VNO's to ride on existing infrastructure of incumbent operators (or co share among them), increasing competition and benefiting consumers. It will also lower CAPEX costs for operators. There should be multiple VNO's providing all sorts unique services/VAS, and covers a spectrum of telco industries, be it Internet VNO, Mobile VNO, Satellite VNO, etc.

As an example, CrazyEngineers could very well set up our own VNO- we just need the manpower and a network provider licence, then ride on an existing network operator. The only thing CE would need to work on is the value proposition of what makes our network unique (be it excellent customer service, quick troubleshooting times, etc). Customers would pay CE for this VNO service, while CE pays the operator for to infrastructure/backhaul.
