can anyone tell me that either this use case diagram for Crime file system is correct or not,should there be a database manager?

    In your diagram, one find trouble to correlate users.
    you can find some common activity which would be done by user and admin.
    Try this fashion

    In case you plan to have a screen to manage DB in the app, you need DB manager in the UC - else not.

    The correctness of the diagram depends upon the scope of the system you are designing! In your diagram it looks like admin is also database manager. You can relate manage database to admin instead!
