use case diagram
can anyone tell me that either this use case diagram for Crime file system is correct or not,should there be a database manager?

you can find some common activity which would be done by user and admin.
Try this fashion

The correctness of the diagram depends upon the scope of the system you are designing! In your diagram it looks like admin is also database manager.
