    I think we should have a nation-wide voting contest for top colleges in 2013, where we judge every college based on various parameters. 👍 That would be really cool.
    Whatever you do, there will be 7 IITs, BITS Pilani & 1-2 NITs. The list just keeps on revolving. Order of it may change but not the contents. Considering the number of engineering colleges in India, there must be a list like top 500 or 1000 colleges in India.

    Gulzar Group of Institutes (GGI) are also deserves to be in the list which is one of the best Engineering college i think.
    It is the 1st college in North India providing Automation & Robotics Engineering course.

    NIT Suratkal is good - however you will have to decide the parameters on which you want to rate the colleges. The best way to decide is to first finalise the engineering discipline you wish to pursue and then look for colleges that are known for excellence in your chosen engineering discipline.

    From my own experience; real engineering knowledge will come only through self-study and getting doubts cleared from professionals/teachers; and CE's a great place to be for the same.
