To-be or not to-be, a Chartered Engineer?

I'm getting conflcting advice. My boss tells me that to move up the career ladder in the public sector I need to be a chartered member of a Professional Institution (ICE or IWEM). Collegues in the real world tell me that it is no longer as important as good references. Which should I believe?😕
