Temperature reinf't and whether it should be added to the bending

hi all,

my interrogation is about the temperature reinforcement and whether it should be added to the reinf't required for the bending.
What i usually do is that i take the enveloppe of these 2 effects : temperature and bending NOT the sum. ACI , in his 2011 version, has removed the temperature from its load combinations but added a note in the next paragraph that T (temperature) must be added where the engineer feels it is applicable (??). If we read the commentary of the same pragraph, it states clearly that designs rely on successful practises that dont add the effect of the temperature to the external forces...

what do you think regarding the above ? and what is your practise ?
