NRZ coder in vhdl

Hello everyone
I would like to program an nrz coder in vhdl, but I don't get this no matter how I look at it :
In NRZ, 1 is represented by a positive voltage and 0 by a negative voltage, right? The problem is how to represent those negative and positive voltages in vhdl?
