what is difference between model building bye laws India by Ministry of Urban Development, Government of India and National Building Code of India? Which one is better to refer to?

    I think building by laws are to be preferred as they are in accordance with the changing conditions of the locality and they give a fair idea of how the construction should proceed in that particular locality ..whereas the NBC has been made and left in 1987.
