    On other member's wall ?
    There could be two reasons :
    - The member might've tweaked the privacy settings.
    - As you're Newbie you need to post in threads to unlock few locked features like signatures, PM ,etc.

    You need some minimum number of posts for that. So Keep surfing and sharing and once you reach around 20-25 posts you are going to get that option.

    Update:- Abhishek shared some good information in the time I was writing this reply.
