as is 456 describes that the strain in tension reinforcement should be more than .87fy/es +.002
what is the logic????

    0.002 is the proof strain. and .87fy/Es is the slope of stress strain curve before yielding. Therefore to arrive at the final design curve we add 0.002
    You may refer Pillai, Menon, RC Design for more details (Page 92-93)
