How to cast concrete footings when there is incessant ground water seepage

Dear friends,
I am working as an engineer in the construction of a steel plant project.
apparently due to heavy rains here for the last couple of months, a lot of water seepage problem is being encountered here even at shallow depths. Can anyone guide me on how one overcomes this problem while casting? the water returns immediately after pumping out.
