how to calculate required torque

here is a real life problem:
a rectangular plate, weighing around 600 grams has to be rotated at around 400 rpm about its geometric centre (centre of gravity).

now how do i calculate the torque required of the motor to spin it to that rpm. are other details such as dimensions of plate, material properties, shape of plate required for calculation of torque

Too many unknowns. Friction, any twist in the plate, length to breadth ratio, time to reach rpm from start, are all involved in deciding the torque.
Theoretically, any torque more than zero should do it given sufficient time.
