the answer would be 4.
reason
from 1 to 10 there are 3, 6 & 9 which are divisible by 3.
arrange them as
3=3^1
6=2*(3^1)
9=3^2

The answer I think is 5.
5 is the highest number between 2,3,4 and 5. 5 can divide 10 completely.But it will have decimals.
If we don't want decimals then the answer is 2.
