Google +1 button was #-Link-Snipped-# last year. With this update you can see who has +1ed the posts and comments, which was indeed needed. Another feature in this update crams up a lot more data on your screen at a time. Putting it in better words, now you will see posts on your stream shortened to fit more per scroll, thus giving you more at one glance. This is a definite advantage of users with smaller screens.
Additionally, the stream now won't jump to the top for an automatic refresh. If you access the photos page, you get infinite scrolling. With all these updates, Google is giving it's social networking hub the much needed push. Some Android users have seen expecting features like starting a New Hangout on mobile and link previewing while sharing.
