Generating road traffic information from cellular networks

Good day guys.
I'm looking forward to work on "GENERATING ROAD TRAFFIC INFORMATION FROM CELLULAR NETWORKS".
i will like to do a simulation or a prototype of this during the time of defending the project.
PLEASE, is there any means which i can simulate or prototype this? so that i can actually prove that it is works.
