Free or open source payroll management system for startups

I'm looking for recommendations on open source or free payroll management systems which startups can use. That being said, I'm open to paying a fee (reasonable) for managing payroll of a startup with 1-10 employees.

Any recommendations would be welcome.

    I think it depends on what features you want to use.
    Check kuali people management software.

    Some questions that popped up in my mind are
    Are you open to any technology in which the final product/project would be delivered.
    Are you ready to install or buy the things needed for deployment purpose


    I think programmers at CE are quiet efficient and we can pull this off.

    I am working in a payroll company , worlds largest payroll company. Honestly I dont want to recommend my company because the costs are high!

    But I have very good knowledge on many things involved in payroll. So let me know if you need any info!!
