    Get some basic knowledge of programming languages like C , C++, Java , HTML ,CSS and some databases e. g SQL. Prepare it in a such a way that it will suffice for interview. 

    Apply for some software companies where civil engineering experience is welcomed.

    I've at least 4 friends who're from Civil Engineering background but are doing excellent in IT Industry as software developers .

    You did not provide any details about your current background - education, years of experience and reasons you want to switch.

    To answer your question - yes; but depends upon the skills you have.

    Nowadays all engineers are never doing a job in thier own field so you can sure can change your field
