CSV To VCF Converter [Freeware] Recommendations

I think even the most basic phones out there can recognize the VCF file format used for storing contact information. So logically, if you're transferring contacts from any phone to other; the best format to copy your contacts seems to be the VCF. But not many phones do that out of the box (correct me if I"m wrong).

So, I'm looking for recommendations on the best freeware to convert CSV file format to VCF so that contact information can be easily transferred.
