conversion of 32 bit memory into 16 bit memory

Can any one solve my conflict.
Is it possible to convert 32 Bit memory into 16 Bit memory.
If yes then how?
Give me some ideas.

I just want to know that, whether an application software which is compatible with 32 Bit operating system can be same with 16 Bit operating system It means that can we install the same to the 16 Bit operating system.
if it does not support 16 bit operating system ,then is it possible to convert 32 Bit memory to 16 Bit memory so that it run on that.
that why i want to know the conversion is possible.

A 32 bit application is compatible with a 16 bit OS but reverse is no true.😁
