Civil Works while a Hospital is fully functioning

Any upgrading or maintenance work on a functioning hospital should not inconvenience the ongoing service. I have been to some well known medical device manufacturing facilities in Europe, where I have seen such expansion work without compromising very strict European regulations on Biomedical Device manufacture. It is true that it is expensive. But eminently worth it.
