To answer Shalini, being a moderator is both voluntarily and selectively. The latter meaning that he/she should be able to meet certain criteria. We have some info here:

Patty's case was different from other mods. He joined the team as editor and then moved on to taking up the mod role. He was initially given limited mod access. That is why a separate announcement was not made.

Note that all mods have been chosen because of their exceptional contribution to CE over a long period of time.
