Can Rumour Mongering become the next new Weapon in the Terrorism Armoury?

Rumours can be nasty. At an individual level many careers have been ruined both at studies and at jobs by malicious rumours. It now appears that this may be a low cost, low tech weapon in the (dis)organised hands of terrorists and insurgents.

Money is being spent on tackling this new menace to peaace and harmony.
Can this become a menace like computer viruses/malware/hacking?
