I'd strongly recommend that you should go through the syllabus of both disciplines and find out which one looks more appealing to you. As you'd guess, the Plastic Engineering is a specialised course and that would mean limited placement opportunities in future. If plastic engineering interests you, go for it. It's always better to opt for engineering discipline that matches with your interests.

Civil engineering is a parent engineering branch of several disciplines. You need to get into a good college to enhance your campus placement chances. It's almost impossible to predict which one is better among the two. You need to provide detailed information about the confusion you are facing and what factors are influencing your decision.
