Not sure if there is a "best", but a highly acclaimed multipurpose code editor (including HTML) is Notepad++ 😀

For Java guys, they should check out Gel ... nice free IDE. -

I use notepad. Html is so easy that you don't really need an editor.
Coffecup has a good editor but I'm not sure if they still offer a free version. -
