    Too vague.

    Is it water supply to a whole city, a small community of apartment blocks, or a single house?

    No one can give meaningful suggestions unless the scale is known.

    Is the water supply to buildings in the campus laid by some municipal agency or is it designed and laid by the community?

    this is because a lot of water wastage occurs (especially in Bangalore) because of faulty layout or damage by unauthorized activity leading to breakages.
