Just when AT&T was seeing an increase in the sales because of the iPhone 4S, AT&T has enraged its customers with a policy: to cut-back the data speeds of those who come into the top 5% of the data users list. When you download so much and end up in the top 5%, you will receive a message: "Your data usage is among the top 5 percent of users. Data speeds for the rest of your current bill cycle may be reduced." This policy follows AT&T’s decision in July to throttle speeds for heavy data users. Those who are affected are the “Unlimited Plan” users only. The others just have to pay for the extra GB usage. The company was not clear about the limit with in which one has to stay to avoid the reduction of speed.

But the customers who received such a report claim they could not have used so much data and even if used, the company was showing no records. They suspect that it might be a plan to get the “unlimited user plan” people to start paying for every GB.
But the company faces an up hill battle to achieve good quality of service because the customers frequently complain about the sporadic network performance. Though it has been trying hard to satisfy the customers, there seems to be little effect as the company was ranked as the worst cell phone carrier for second time in a row. One has to wait to see what effect the new policy will have on its already bad customer satisfaction quotient.
